Setting a Forward
There are all kinds of reasons you might want to configure a Forward on a G Suite User's account. The easiest option is changing the Account password and accessing it directly. From the Gmail Settings you can add the Forward. You can also set a Forward from Admin.Google.com

Google has been working to make email routing administration easier by consolidating settings. If you have G Suite Admin rights, you should see the settings at Apps > G Suite > Settings for Gmail > Advanced settings. They can also be access directly from Gmail Settings.
Once you found the Settings, you're halfway there.
Now select 'ADD SETTING'
For setting 1. add the email address of the user you'll be Forwarding from. This tells Google which messages to look for.
In setting 2. leave it set to 'Modify message' and scroll down to 'Also deliver to' and check the box. Now add the email address of the person you want to Forward to. Check out the Advanced options for reference, but the defaults should be used in most instances.
Setting 3. is important. You'll want to change the setting to "Perform the action on non-recognized and recognized addresses".
That's it, your Forward is in place. You'll want to make a note of this Setting change. We frequently get calls that 'Gmail is broken'. This Forward cannot be seen or changed by the User, this can lead to confusion if the Forward is no longer needed in the future.
